LIVES TOUCHED
For more than a decade, the team behind Taylor & Payne has worked to make systems less isolating—for both the people navigating them and those doing the work to serve them. Founded by a former long-term Medicaid beneficiary, breast cancer survivor, and complex care patient who became a health systems strategist, this firm was built at the intersection of policy and pain—channeling lived experience into solutions that serve others.

Taylor & Payne is an end-to-end advisory firm that works across the Medicaid ecosystem to translate lived experience into strategy—bridging policy and practice to drive lasting outcomes for individuals and communities most impacted by structural inequities. Our work turns fragmentation into resonance to build systems that are more responsive, more sustainable, and more human—so investments lead to outcomes people can actually feel.

"Working with Alexis was an incredible experience. She created spaces for providers to come together, network, and share best practices. As a newcomer to this space, UAII was given the opportunity to introduce itself to other community-based organizations through these events and even host one of its own—bringing partners and leaders on-site. This showed our staff the broader community of leaders collaborating to solve the same challenges.

Her leadership style centers patients and clients as the focus of the work. She helped us strengthen systems and referral linkages to ensure clients remain at the heart of care and that providers are supported. By championing the organizations and leaders who serve on the front lines, she helped us see new opportunities to deepen our impact. Keeping clients at the center is core to UAII’s framework, as is uplifting the community and focusing on those most in need.

Through this partnership, UAII developed meaningful relationships with other organizations across Los Angeles County. These collaborations ensured shared clients were supported and uplifted. Providing ECM and Community Supports was new to our organization, and the guidance and partnership we received made the process feel supported and achievable as we built our programs." — Charlene Harrison, Former Executive Director, UAII
