Founder & Chief Executive Officer

Alexis Taylor is a strategist, reformer, and bridge-builder who helps organizations strengthen healthcare systems through clarity, collaboration, and care. With over a decade of experience providing high-level consultancy, technical assistance, and oversight, she brings a rare combination of policy depth, lived experience, and operational precision to every engagement.

Her work has supported the Centers for Medicare & Medicaid Services (CMS) in developing equity toolkits, guided 1115 Medicaid Waiver implementation across California, and directed multi-county quality improvement initiatives for the California Department of Health Care Services (DHCS). She has helped health systems, managed care plans, and community-based organizations translate complex policies into results—improving care coordination, system integration, and long-term outcomes for the people they serve.​
Before founding Taylor & Payne, Alexis led training for international disaster response teams, managed rapid response contracts for DHS FEMA, supported statewide electorate expansion efforts for a U.S. Senator, and oversaw equitable contracting for community-based organizations at the municipal level for the City of Pasadena.

Her commitment to transformation is deeply personal. Diagnosed with triple-negative breast cancer while nine weeks pregnant, Alexis witnessed firsthand how system failures can endanger lives. That experience ignited her purpose: to build systems that heal rather than harm.

Alexis holds a graduate degree in Public Administration and a Master of Laws from the USC Gould School of Law, where she was a select scholarship recipient. A frequent national speaker and panelist, she is known for her ability to translate complexity into clarity—helping leaders turn ideas into impact and ensuring reform efforts honor both evidence and humanity.

Through Taylor & Payne, Alexis partners with agencies, plans, and organizations across the country to design strategies, tools, and frameworks that balance accountability with compassion. Her guiding belief is simple yet transformative: we don’t normalize pain—we build systems that heal.
